<h2>Pedestrian Bridge to Lodge Pole Neighborhood</h2>
<p>
A key feature of the Whitecliff Park enhancements is the construction of
a pedestrian bridge, connecting the park directly to the Lodge Pole
neighborhood. Today residents in this area must navigate Mulberry Creek
to access the park. If you have a stroller or bike, this isn’t much of
an option. </p><p>This bridge was a proposed concept dating back to the early
days when Whitecliff was first designed. It’s not an easy bridge to
construct, so the project has been kicked down the road for decades.
Prop-A will finally make that vision a reality and will serve residents
from multiple neighborhoods. Like the bridges
recently installed at Sanders Park and Crestwood Crossing, it will
provide residents easy access and improve overall walkability for our
city.

<h2>New 1.25-Mile Loop Trail</h2>
<p>
The number one and number two top request from the Parks Master plan
were more walking trails – both indoor and outdoor. Whitecliff already
has a winding network of natural dirt trails throughout the woods. It
also has several gravel-base trails, but there isn’t an easy or obvious
way to navigate the entirety the park. </p>
<p>The concept of a loop trail,
dates back to the 1999 Whitecliff Master Plan and will finally be realized
through Prop-A. The trail will be about 1.25 miles total and will
navigate around the perimeter of the park, connecting to existing trails
and to the Prop-A proposed pedestrian bridge across the creek to the
Lodge Pole neighborhood. There will be multiple trail-head locations so
you can start the loop at many places, or even make a shorter loop by
cutting through at various points.

<h2>Pickleball and Family Games Complex</h2>
<p>
Acknowledging the popularity of pickleball, Proposition A includes the
transformation of the existing community center into a state-of-the-art
pickleball complex. This facility will house multiple indoor and outdoor
courts, designed to accommodate players of all skill levels, from
beginners to seasoned enthusiasts. The complex will serve as a hub for
community activity, fostering a vibrant pickleball community through
tournaments, leisure play, and instructional clinics.
</p>
<p>
Complementing the pickleball courts, Proposition A also includes an
outdoor Family Games area, designed as a fun space for people of all
ages. Also a Master Plan top requested feature, this area will feature activities such as Bocce, Corn Hole, and
Shuffleboard. These types of games can bridge generations, encouraging
families and friends to come together in a spirit of fun.

<p>This phase of the project will start after the completion of the new community center.</p>

<h2>Nature Playscape Introduction</h2>
<p>
Moving beyond traditional playgrounds, the introduction of a nature
playscape within Whitecliff Park marks a bold step towards innovative
child-centric recreation. Like the nature playscape in Forest Park (but
on a smaller scale) the Whitecliff playscape will inspire imagination
and encourage interaction with natural elements, offering a diverse
range of play experiences that are both educational and entertaining.
</p><p>This will be a space where children can climb, explore, and discover
amidst structures that mimic the natural landscape, from log balance
beams to sand play areas and other fun ways to explore.

<h2>New Playground at Crestwood Park</h2>

We have playgrounds at most of the parks around the city, but the one at
Crestwood Park is perhaps the largest and sees the most use. However,
it’s at the end of its lifespan and is ready for replacement.

<h2>The Ballot and the Bond</h2>
<p>
On the April 2 ballot, Crestwood residents will be asked to weigh in on
a $33 million bond issue called Proposition A. If approved, it will
allow the City to make the most significant park improvements in
decades.
</p>
<p><b>Ballot Language:</b></p>
<blockquote style="padding:1em" class="w3-panel w3-leftbar w3-light-grey">
Shall the City of Crestwood, Missouri, issue its general obligation
bonds in an amount not to exceed $33,340,000 for the purpose of
constructing, furnishing and equipping a new community center,
renovating existing recreation facilities, and undertaking other park
and recreation improvements in and adjacent to City of Crestwood parks?
</blockquote>
<p>
Prop-A will require 57% "yes" ballots from the voters to pass. If
approved then the city will be authorized to issue municipal bonds that
can only be used for the park projects described (new community center,
renovating existing community center, and the other park improvements
planned for Whitecliff Park and Crestwood Park).
</p>
<p>
A Municipal Bond (often called a “Muni”) is like a loan but instead of a
mortgage, shares of the bond are sold through the market to investors.
Basically, the city will issue the bonds, receive the funds, and then
will pay it back with interest over a 20-year term. Bonds allow the city
to get lower interest rates than a typical loan. The current muni bond
interest rate is close to 4%.

<p>
Crestwood last issued bonds in 2001 for the Aquatic Center, and before that, you have to go back to 1974 when the city issued bonds to construct the original community center. All bonds have long since been paid off.

Clearly the biggest part of the project will be the new Community
Center. Crestwood worked with multiple design firms to determine the
size and layout of the building. Studies including core drilling and dig
pits were performed at the ballfield to ensure the site is suitable
(which it is). Multiple iterations of cost estimates were performed and
projected inflation rates were also included to provide the best
possible price forecasts.
</p>
<p>
That said – we all know that predicting future costs can sometimes be
tricky, so there is a chance that costs will come in higher or lower. If
needed, the City could provide additional funding to close any funding
gaps. In the worst-case scenario, some projects may be scaled back if
costs significantly escalate.
</p>

<h2>Impact to your Mortgage Payment?</h2>
<p>
The exact amount will depend on the appraised value of your home and the
interest rate the city can obtain when the bonds are issued (which will
be determined after the election). The below table shows the estimated monthly
increase for a variety of home values assuming current interest rates. The
average residential appraised value in Crestwood is about $240,000
(highlighted below).

<b>Note</b> – The St. Louis County senior property tax freeze does not
apply to municipal general obligation bonds, meaning everyone will
contribute to this project.

Crestwood remains an attractive and affordable place to live, balancing
quality community amenities with sensible tax rates.

<h2>Operational Savings and Efficiency</h2>
<p>
The bond will cover the upfront costs of building the community center
but what about the ongoing costs to run it?
</p>
<p>
Most community centers in the St. Louis area have a recovery rate of
80-100%. In other words, the revenues from programs and events cover
80-100% of the costs to run the facility. Despite hard work and efforts
by Crestwood staff, the payback rate of our existing community center
has ranged from 35% - 55% representing an annual “loss” of $366K.
</p>
<p>
This means that city funds are subsidizing the community center at a
rate higher than it could be. This is primarily due to the limited space
and features of our existing building. There simply aren’t the spaces
needed to provide additional programming options, a fitness area
compelling to visitors, or an event space attractive to families and
organizers.
</p>
<p>
City staff performed a fairly exhaustive study and developed a pro-forma
which concluded that the new community center and the renovated version
of the existing center can run at standard recovery rates of around 80%.
In other words, going forward the city will substantially reduce the
amount of "subsidies" to the community center, saving nearly $2M over
the next 10 years.
</p>
<p>
<b>[UPDATE] – <i>In mid-March a resident started handing out flyers with misinformation and encouraging residents to vote no because of that info. In that flyer the author claimed that the city’s “subsidy” of the community center would increase because of Prop-A. This is 100% false and in fact the OPPOSITE is true. After the new community center is running, the city forecasts that this subsidy will be substantially reduced – saving the city nearly $2M over the next 10 years (just like it says above). That same flyer had about a dozen incorrect/misleading claims. </p><p>Honesty and Integrity are super-important to me, and I stand by everything I publish. If you ever have a question or concern – just let me know.</i></b>

Investment in community infrastructure has consistently shown to have a
positive impact on property values. Enhanced parks and a
state-of-the-art community center will make Crestwood even more
desirable for current and prospective residents, potentially boosting
property values across our city.
</p>
<p>
This phenomenon is often referred to as the "proximity principle," where
properties located near these improved public amenities see an uptick in
value, as they are highly prized by homebuyers – that would include all
of Crestwood. The enhancements proposed under Proposition A at
Whitecliff and Crestwood Park aren’t just about enhancing lifestyle;
it's also about making a wise investment in our community's economic
foundation.
</p>

<h2>Long-Term Benefits</h2>
<p>
While the focus may often shift to the immediate financial outlay, the
long-term benefits of Proposition A cannot be overstated. Improved
recreational and community facilities attract new residents and
businesses, fostering economic growth and enhancing the vibrancy of
Crestwood. This proposition is a forward-looking investment, positioning
Crestwood as a thriving, attractive community for decades to come.
</p>
<p>
I’m sure glad that voters approved that bond issue back in 1974 and
supported the construction and later improvements to the Aquatic Center.
Families have enjoyed those great amenities for decades, and now is our
chance to invest for our future generations. I’m looking forward; and
know that most of Crestwood does the same.
</p>

<h2>Site Placement</h2>
<p>
If you look at the existing Community Center, the new building will be
constructed just across the parking lot in the area that is currently the ball
field. This area is lower than the parking lot, and that will work out well
for the design of the building allowing the main entrance to be directly into
the upper level of the building.

<p>
There will also be a few new parking spots added and the natural areas around
the building are designed to include new trees and native plantings to retain
a park-like feel.

<h2>Entrance: Welcoming by Design</h2>
<p>
I think the architects have done a great job designing a building that is
modern but doesn’t look like a big metal box. I like the large and tall
windows and the dramatic roof line that is welcoming and really compliments
the park surroundings. While those beams may look like wood, they are a
man-made product that will require little maintenance and should last the
lifetime of the building.

<h2>Lobby: The Center's Hub</h2>
<p>
As you walk in, you will see the welcome desk on the left. The Administration
offices are directly behind the desk which allow additional staff to easily
come out help visitors as needed.
</p>
<p>
The lobby itself is large but welcoming. It has seating areas for casual
meetings, or for parents waiting for their kids during dance class or other
programs. The main stairs to the lower level are open and easy to get to, but
there is also an elevator here too. There are clear sightlines from the front
door clear to the back of the building, to bring the outdoor views in.

<h2>Meeting Spaces: Flexible and Functional</h2>
<p>
Community feedback highlighted the need for adaptable meeting spaces. The new
center features rooms that can easily transition to accommodate workshops,
meetings, and community events, exemplifying our commitment to versatile
community spaces.
</p>
<p>
This large meeting room has that flexibility and the 3,000 square foot of
space can be divided into three smaller rooms that could be rented
individually, or the entire space can be rented for large events such as
wedding receptions, family reunions, or large presentations.
</p>
<p>
A warm and inviting fireplace is planned at the end of this space and will
serve as a fun place for gathering and will make a great backdrop for group
photos. Windows all along this entire space bring in those natural views and
there is a balcony outside too. It can be accessed from any of the meeting
rooms so guests can use this area for additional gathering space during an
event.

<h2>Elevated Walking Track: A Scenic Route to Fitness</h2>
<p>
This was the #1 requested feature in the Parks Master Plan. Access to the
walking track is from this main level – which is another one of the benefits
of having the main entrance directly into upper level.
</p>
<p>This will be a great feature for all members, but especially for seniors since access will be included for all Silver Sneakers and Active Renew participants. Care was taken when designing this walking track to include windows along the route so you walk and experience both the activities inside as well as the sites outside.</p>

Finishing up our tour of the main level, there is a catering kitchen to serve
the meeting rooms, the restrooms, the elevator, and two large program spaces
that will likely be used for dance, group exercise, other programs like Mah

<h2>Fitness and Recreation: Designed for Everyone</h2>
<p>
As you come down the stairs or the elevator the first thing you will see is
the new and improved fitness area. This will be much larger than our existing
facility, with lots of new equipment and room to feel comfortable. Again, the
east wall will be all glass so as you click off the miles on the treadmill,
you can enjoy the views of the park. There will also be technology upgrades,
so if you prefer to watch a show or keep in touch with your device – you’ll be
able to do that.

<p>
There will also be access to an outdoor plaza so group classes can really
experience nature while getting the heart pumping. Other fitness spaces will
include multiple group exercise areas which will allow the Parks and Rec staff
offer even more classes to help you really improve your fitness and wellness.
</p>
<h2>Multi-Sport Court x 2</h2>
<p>
The star of the show will be the multi-sport courts, or you might just call it
the gym. This will be twice the size of our current gym so if you have been
frustrated that you can’t get enough open court time – this should definitely
help. This will be the place for basketball and volleyball and any other sport that needs big indoor space.

I’m excited about all the components in Proposition A, but of course this new
community center will be the centerpiece of the project. It has been designed
to meet the needs of our residents, but thought has also been put into it so
that this building can adapt to changes and future needs that might come our
way.

As April approaches, we are all facing a significant decision with Proposition
A. To help with that, I will be posting a short series of articles about this
topic to provide as much information as possible.

<h3>Starting With A Plan…</h3>
<p>
To understanding Prop-A we need to begin with a review of the Crestwood

>. This effort wasn't just about planning but was mostly about listening to
Crestwood residents and working to address the needs of our community.

The Parks Master Plan process involved extensive community outreach, including
town halls, a robust direct-mail and online survey, and in-depth analysis by
planners. The result? A clear list of priorities for our parks providing a
roadmap for improvements in the next decade and beyond.

<h3>Evaluating The Community Center</h3>
<p>
The Master Plan analysis clearly demonstrated that the existing community
center falls short in many ways. The original layout was designed back in the
1970’s with the concept of a teen hang-out space and limited indoor
facilities. Those spaces have since been repurposed, but the cumbersome layout
limits the programs that can be offered.

Crestwood staff, alongside engineers and architects, explored renovation
possibilities but concluded that it wouldn't meet resident needs or
expectations.

of the park. In addition, renovation would fall short of what the residents
were requesting in the Master Plan. Together we determined new construction
on the ballfield is the best option. New construction ensures the existing

The new community center will align specifically to community's needs with the
features most requested - an elevated indoor walking track, improved and
expanded fitness areas, larger and more attractive meeting spaces, improved
program spaces for classes and events, and a multi-sport court that is double
the size of our existing one. All these features were at the top of the list
for residents and will be utilized well.
</p>
<p>
Most community centers in the St. Louis area have a payback rate of 80-100%.
In other words, the revenues from programs and events cover 80-100% of the
costs to run the facility. Despite hard work and efforts by Crestwood staff,
our payback rate is around 55% representing an annual “loss” of $366K.
Financial forecasts show that this new facility can run at standard recovery
rates representing operational savings of $184K per year.

<h3>Transforming the Existing Center</h3>
<p>
Phase 2 will consist of transforming the existing building into a space for
indoor and outdoor pickleball, family games, and social gatherings. It will
retain functional elements like the gym, restrooms, and locker rooms, while
removing the outdated sections.

<b>Let’s Talk Trash! </b>
<p>
March 1 will be here soon and new procedures for our trash service will take
effect. Many residents have asked me about this and unfortunately there is
some confusion about the details. So, let’s cover everything…
</p>
<p>
<b>Disclaimer</b> - Everything in this article is my understanding based on
the contract the city has with Waste Connections (read a copy <a href="https://legistarweb-production.s3.amazonaws.com/uploads/attachment/pdf/2268462/First_Amendment_to_Crestwood_MO_Agreement-R1_notes_as_agreed_10.24.23.pdf" target="_blank">HERE</a>) and a few
clarifications they recently provided to me. If something is
incorrect, it doesn't override the contract or Waste Connections policies.
With that in mind - Let’s dig in…
</p>
<h3>Background Info</h3>
<p>
Since the Waste Connections contract with Crestwood will expire in March 2024,
the city began evaluating options back in June of 2023.
</p>
<p>
In recent years, various external factors such as labor shortages, escalating
fuel prices, dump locations, dump fees, and environmental considerations have
significantly impacted community solid waste programs across the St. Louis
area.
</p>
<p>
The average rate among 17 local municipalities stands at $28.73 per month.
Municipalities that recently renewed or signed new vendors (shown in red
below) have seen significantly higher rates.

<p>
Additional study indicated that starting with a new vendor and new contract
would surely result in a significant price increase for Crestwood, along with
the disruption and hassle for residents. The resulting contract amendment
ultimately saves every household at least $20-30 per month ($240-$360 every
year) and the new model should result in fewer missed pickups or delays.
</p>
<p></p>
<h3>Here's what’s new:</h3>
<p><u>Billing</u></p>
<ul>
<li>
A modest $1 increase totaling $21.78 per month (today’s rate is $20.78 per
month).
</li>
<li>
Continued small annual increases for the next four years ($22.87, $24.01,
$25.21, and $26.47 per month). Even 5-years from now, our monthly rate will
be lower than today's regional average rate.
</li>
</ul>
<p><u>Trash Service</u></p>
<ul>
<li>
Trash collection will transition to the automated “arm” system like we’ve
been using for recycling.
</li>
<li>
Waste Connections will provide each resident with a free 96-gallon trash
cart. Additional carts can be rented at $8 per month.
</li>
<li>
If your family needs multiple carts, you will still be saving money compared
to the rates other cities have received (which would have resulted in an
extra $20-$30 per month for everyone).
</li>
</ul>
<p><u>Recycle</u></p>
<ul>
<li>
Most of us have been using the 64-gallon recycle bin provided from Crestwood
years ago. This will continue to be the container of choice.
</li>
<li>Additional carts can be rented for $8/month per cart.</li>
<li>Recycle tubs / bins will no longer be allowed. If you don't have a recycle cart, you can call Waste Connections at 636-321-2100 and they will arrange to deliver one.</li>
</ul>
<p><u>Yard Waste</u></p>
<ul>
<li>
Yard Waste collection will also transition to the automated “arm” system.
</li>
<li>
Waste Connections will provide each resident with another free 96-gallon
trash cart for yard waste. Just like trash service - additional carts can be
rented at $8 per month.
</li>
<li>
Specifically for yard waste - you can also use your own 64-gallon or
96-gallon cart(s) for no additional fee, but they must be compatible with
the “arm” system (strong enough not to collapse when squeezed). Just to reiterate - you can only use your own (compatible) carts for yard waste - you need to use their carts for trash and recycle.
</li>
<li>
An example of a compatible cart is the Toter brand, sold at <a href="https://www.homedepot.com/p/Toter-96-Gallon-Black-Rolling-Outdoor-Garbage-Trash-Can-with-Wheels-and-Attached-Lid-79296-R2200/322476083" target="_blank">Home Depot</a>.
</li>
<li>
In addition to using carts, you can also place up to 5 biodegradable yard
waste bags per week. If you have more than 5 bags, you’ll need to contact
Waste Connections and pay $5 per each extra bag for them to be collected.
</li>
</ul>
<p><u>Bulk Pickup</u></p>
<ul>
<li>
Collection of all bulky items must be scheduled by calling Waste Connections
and there is a $21.87 charge.
</li>
<li>
There are restrictions on what they will pick up, so be sure to discuss that
when you call.
</li>
<li>Residents are limited to two (2) bulky items per service request.</li>
</ul>

<p><b>A Note About Carts</b></p>
<ul>
<li>
Waste Connections will provide us all with two 96-gallon carts (one for
trash, one for yard waste). If you would prefer the smaller 64-gallon carts,
you will be able to notify them soon after delivery, and they will swap them
out.
</li>
<li>
Trash and Recycle items need to fit within the cart, with the lid closed. If
you OCASSIONALLY have a larger item that won’t fit in the cart (e.g. old
curtain rod or an oddly shaped item), then you can place that next to the
cart. If this becomes more of a habit, then Waste Connections may stop
collecting them. So, try to get everything in the cart.
</li>
<li>
Yard Waste also needs to fit inside the cart (or within the allowable bags) but if you OCCASIONALLY need to place bundles of branches/etc
next to the can, they will collect it.
</li>
<li>
If you have trash cans that aren’t compatible, you can use them for other
purposes, sell them or give them away, or label them “Take this can” and
place on the curb for collection.
</li>
<li>
If you have been renting a cart from Waste Connections, you can either continue renting it as an additional cart or call Waste Connections at 636-321-2100 to tell them you no longer want it (that stops the rental and they will arrange pickup).
</li>
<li>
Weight Limit – the Waste Connections flyer indicates the weight limit for
the contents of the can is 60 pounds. I’m told this is a guideline and the
trucks won’t be weighing your trash. The issue they have found is if the
cart is overly heavy (e.g. 100+ pounds of stuff inside) it can break. So, if
you’re your cart seems really heavy, then it’s probably too much – otherwise
I bet it will be okay.
</li>
</ul>

<p><b>Big Leaf Weekends</b></p>
<ul>
<li>
It’s no secret – there are a few weekends each year when most of the leaves
fall and when most of us put them to the curb. There are some yards that are
larger and have lots of leaves.
</li>
<li>
A few facts – a yard waste bag is typically 30 gallons, but only holds about
23 gallons when filled to the “fill here” line. So, a 96-gallon cart plus
5-bags is roughly the equivalent of 9 bags per week.
</li>
<li>
I drove throughout Crestwood many times during those busy “leaf weekends”
and while there were some homes that had the big line-up of bags, the new
limits should work for nearly everyone. I know I know – not for you. So –
here are your options.
</li>
<li>
Mulch the leaves first – this is the single biggest step to minimizing the
volume you place at the curb. If you run your mower around (without bagging)
just once, and then rake or bag – you’ll be amazed how compact those leaves
get.
</li>
<li>
More carts – If you simply have too much, then get more carts. You can rent
them for $8/month for the months when you need them. Of course, you can also
use your own cart ($0/month) if they are compatible.
</li>
<li>
Repurpose a cart – You can put a big “X” with black tape on any of your
other compatible carts and use them for yard waste.
</li>
<li>
Stage your bags – This is not ideal, but of course you can parcel out bags
each week to stay within the limit.
</li>
<li>
I’m sure that for some people, that still doesn’t work. But I know of one
resident that has a 1/2 acre yard with about 40 mature oak trees and he
already makes this work with mulching and multiple carts (no bags).
</li>
<li>
This topic was discussed VERY MUCH by the Board of Alderman. In the end, the
new contract will have save every resident $240 - $360 per year over other
options and addresses the needs of the vast majority of residents every week
of the year. You can rent a bunch of extra carts for a few months and still
come out ahead.
</li>
</ul>
<h3>What Isn’t Changing</h3>
<p>
While the method of "how" trash is picked up is changing, there are also
things that won't change. For example, the discounted programs for seniors and
low-income residents will remain.
</p>
<p>
<u> Low-Income Discount Requirements</u> - 60 years of age or older or
disabled AND with a taxable income not exceeding 80% of area median income as
it appears on the recent IRS Form 1040 or 1040A or 1040EZ. Qualified residents
will receive a 72.5% discount.
</p>
<p>
<u>Senior Discount Requirements</u> – Households with at least one resident 65
years or older as of the beginning of the quarter of the current year, January
1, April 1, July 1, or October 1. Qualified residents will receive a 10%
discount.
</p>
<p>
<u>Disabled Pickup</u> – For residents not capable of placing containers at
the curbside because of physical disability, Waste Connections can access
trash carts placed next to a resident’s home. No additional charge for this
service.
</p>
<p>
<u>What Is and Isn’t Accepted</u> - When we received the flyer from Waste
Connections in the mail, some of the “Not Acceptable In Your Trash” items were
a surprise to many. Specifically, it states that we can’t toss batteries into
any of the carts. What??
</p>
<p>
I spoke with Waste Connections and St. Louis County and the bottom line is
that the flyer is incorrect and we CAN toss our disposable batteries into the
trash (Alkaline AA, AAA, C, D, 9-volt). However – rechargeable batteries,
button batteries, and car batteries are still a no no since they contain
hazardous materials. There are other places to dispose of these (e.g. Home
Depot) – so check out the <a href="https://stlouiscountymo.gov/st-louis-county-departments/public-health/environmental-services/waste-and-recycling/recycle-wizard/" target="_blank">St. Louis County Recycle Wizard website</a>.
</p>

Crestwood hosted an Elected Officials Town Hall meeting at the Community
Center on January 18. All eight Aldermen and I were in attendance, providing
residents with a unique opportunity to engage in meaningful conversations
about Crestwood issues and share their views one-on-one with their elected
officials. Various tables were set up, each focusing on different themes,
including Crestwood Goals and Values, updates on city projects, and
preferences on communication methods.
</p>
<p>
Discussions regarding <a href="https://www.cityofcrestwood.org/PropA" target="_blank">Proposition A</a> emerged as a major discussion point at the
event, and due to its significance, we are hosting three additional town halls
in March. These events are designed to provide
detailed information specifically about Proposition A and offer residents additional
opportunities to ask questions.
</p>

Resident engagement on these park improvements dates back to 2021 and 2022,
with the Parks Master Plan initiative. Extensive surveys, open house events,
and interactions with residents shaped our understanding of community needs.
The results indicated a desire for a better experience at the community
center, directing the goals outlined in Proposition A.

Proposition A encompasses key priorities expressed in the Parks Master Plan,
such as the Whitecliff loop trail, a pedestrian bridge connecting the Lodge
Pole neighborhood, a natural playscape area, and the replacement of the
Crestwood Park playground—a hub of community activity.
</p>
<p>
We are excited about the potential upgrades to our parks, but more
importantly, we are excited about how this could improve our community. The
underlying goal of this effort is to create a place for gathering, a place for
fitness, a place for learning, <b>A Place For All of Us</b>. You can learn

<p>At the December Board of Aldermen meeting, Crestwood's Fire Chief Leo Meyer and I presented Mr. Swink with a well-deserved plaque, acknowledging his extraordinary commitment and invaluable contributions to the community. Throughout his four decades of service, Mr. Swink collaborated with six different Fire Chiefs, witnessing the department's growth, evolution, and unwavering commitment to public safety.</p>
<p>During the presentation, Mr. Swink shared his sentiments, stating,</p><blockquote> "I have enjoyed all the years I was on the board. There was never a time when I attended a meeting where I came home without learning something new. All of the Fire Chiefs throughout those years came with knowledge and progression, and the department moved ahead with the efforts of every chief, and that’s why we are so successful today."</blockquote>
<p>His words capture the spirit of public service, continuous learning, and community enhancement and Mr. Swink's dedication to the Fire Board exemplifies the values that make Crestwood a great place to live.</p>
<p>The Crestwood Fire Board plays a crucial role in shaping policy matters related to the Fire Department. Their responsibilities encompass improving fire protection within the City, establishing rules and regulations governing the conduct of Fire Department members, and addressing other critical matters pertaining to the safety and protection of Crestwood's residents and property.</p>
<p>In an exciting development for Crestwood, starting in January 2024, the Fire Board and Police Board will combine into a single Public Safety Board. This integration will further enhance coordination and collaboration between these two important departments.</p>
<p>As we look back on Thomas Swink's extraordinary service on the Crestwood Fire Board, let us take a moment to express our deepest gratitude for his unwavering commitment to our community. His dedication and wisdom have left an indelible mark on Crestwood, and we are immensely thankful for his 41 years of service.</p>

As the holiday season approaches, the spirit of community and celebration
comes alive with the annual Christmas in Crestwood event. This
year's festivities are scheduled for <b>Saturday, December 2, 2023</b>, promising a
day full of joy and community engagement.

<h3>Car Cruise Through Crestwood</h3>
<p>
The day will start with the much-anticipated Car Cruise, a highlight that
brings together residents from all four wards. The cruise will begin at noon
from Crestwood City Hall, tracing a route through the city in a clockwise
direction and finishing back at St. Elizabeth’s Church on Sappington, just across
from City Hall. A detailed map of the route is provided below for your
convenience.

<h4>Santa Stops</h4>
<p>
An exciting addition to the Car Cruise this year is the inclusion of two
'Santa Stops'. These stops, located at Whitecliff Park and the First Baptist
Church on East Watson, offer a wonderful opportunity for children to meet Mr.
and Mrs. Claus and possibly snag a candy cane.

the Winter Wonderland from 1:00 PM to 3:30 PM. Events will include:

sky. This spectacle will start at 6:30 PM on the field behind St. Elizabeth’s
Church, offering a spectacular end to the day's celebrations.

Christmas in Crestwood is not just a celebration but a reflection of our
strong community bonds and is generously sponsored by local Crestwood
businesses. This event reflects our community spirit that makes Crestwood a

<p>This is an update to my <b><a href="https://www.mayorshipley.org/2023/10/proposed-contract-extension-for-waste.html">previous article</a></b> on this topic.</p>
<p>At their October 24, 2023 meeting, the Crestwood Board of Aldermen considered an extension of the contract with Waste Connections. There were a lot of questions raised and answered, and ultimately the Board approved the first reading of the ordinance, with the final reading scheduled for their next meeting on November 14.
</p><p>
It was my intention to post this update and explain all the details that were covered. However, The Call newspaper did a great job covering everything, so instead, I recommend reading that article (link <b><a href="https://callnewspapers.com/crestwood-board-of-aldermen-evaluates-new-waste-contract/" target="_blank">HERE</a></b>).
</p><p>
If this second reading passes, then Waste Connections will likely begin delivery of new trash carts later this year and we can start using them. The “restrictions” of the new contract won’t begin until March 1, 2024, so we’ll all have time to get ready and determine what size carts we each prefer to use. More information will be provided from Waste Connections and the City of Crestwood.</p>

The Metropolitan Sewer District (MSD) has been busy for many years now working
to clean up their sewer infrastructure. This work is all part of their
<a href="https://msdprojectclear.org" target="_blank"
>Project Clear initiative</a
>.
</p>
<p>
Last year, residents in Ward 4 definitely felt the impact of one of these
projects. MSD installed new sewer lines as part of their
<a
href="https://msdprojectclear.org/projects/new-construction/east-watson-sanitary-relief-12152/"
target="_blank"
>East Watson Sanitary Relief Project</a
>. During that project, East Watson was closed for months and residents had to
endure heavy equipment, noise, and of course all the hassle of a big project.
Whew!
</p>
<p>
The good news from that project is that it allowed MSD to eliminate sewer
overflow points that would occasionally divert raw sewage into the creeks in
that area. MSD was thus able to remove a bunch of warning signs along those
creeks (14 in Crestwood alone).
</p>
<p>
Also, that project marked MSD’s 85% completion of its entire Project Clear
initiative. A noteworthy milestone. To celebrate, MSD published this

While that project helped improve that area, MSD has another project in an
adjacent area planned for 2024 - 2027. They have been planning the

href="https://msdprojectclear.org/projects/new-construction/mulberry-creek-sanitary-relief-12355/"

>Mulberry Creek Sanitation Relief Program</a
>
for several years and it will likely begin late in 2024.
</p>
<p>
That will be another big project and is scheduled to last for 27-36 months.
They will start on one end and work their way to the other, so the individual
areas won’t be under construction for that entire period.

<p>
It will surely again be a hassle and some residents will see major work done
in their yards. It won’t be fun. The good news is that afterwards more of
those warning signs will be coming down and our streams and creeks will no
longer be danger zones. Stay tuned.

As we approach the end of 2023, it's time to address the renewal of the
City's residential solid waste services
<a href="https://legistarweb-production.s3.amazonaws.com/uploads/attachment/attachment/2207086/03_Existing_Agreement_w_Waste_Connections_of_MO.pdf" target="_blank">contract</a>, which is scheduled to expire March 2024. Following a diligent review by
city staff, a
<a href="https://legistarweb-production.s3.amazonaws.com/uploads/attachment/pdf/2241380/01_First_Amendment_to_Crestwood_MO_Agreement-R1.pdf" target="_blank">proposal for contract extension</a>
has been received from our current solid waste contractor, Waste Connections.
This proposed extension was reviewed and supported by the Crestwood Public
Works Board at their
<a href="https://crestwood.granicus.com/DocumentViewer.php?file=crestwood_8ef18f193092a03c1110cf8292f1976c.pdf&view=1" target="_blank">September meeting</a>
and is on the Board of Aldermen
<a href="https://granicus_production_attachments.s3.amazonaws.com/crestwood/d7d53df5de47c2952102c211792b7c9d0.pdf" target="_blank">agenda</a>
for October 24.
</p>
<p>
In recent years, various external factors such as escalating fuel prices, dump
locations, dump fees, and environmental considerations have significantly
impacted community solid waste programs across the St. Louis area. The average
rate among 17 local municipalities stands at $28.73 per month. Municipalities
that have recently renewed or signed new vendors (shown in red below) have
seen significantly higher rates and indicated that it wasn’t an easy process.

<p><b>Here are some highlights of the proposed contract extension <br> (effective March 1, 2024 if approved):</b></p>
<ul>
<li>
A 5-year contract extension, ensuring service continuity through March 2029.
</li>
<li>
A modest $1 increase starting March 2024, totaling $21.78 per
month (today’s rate is $20.78 per month).
</li>
<li>
Continued small annual increases for the next four years ($22.87, $24.01,
$25.21, and $26.47 per month). Even 5-years from now, the monthly rate will
be lower than today's regional average rate.
</li>
<li>
Trash collection will transition to the automated “arm” system similar to
what we’ve been using for recycling.
</li>
<li>
Waste Connections will provide each resident with a free 95-gallon trash
cart (which is bigger than our current recycling cart). Additional carts can
be rented at $8 per month. The use of other types of trash cans will no
longer be supported.
</li>
<li>
Yard waste will see a change too. The contract states
<i>"Yard waste shall consist of what can fit into the 95-gallon yard waste cart."</i> but also allows an additional 5 bags. Bags beyond that will be charged $5 each.
</li>
<li>
Seniors will continue to receive a 10% discount. Qualifying low-income and
disabled residents will continue to receive a 90% discount.
</li>
<li>
The “valet” service will continue with house-side pickup for qualified
disabled residents.
</li>
</ul>
<p>
Over the past year, we have heard mixed feedback regarding Waste Connections'
services. Some residents experienced frustrating service issues, while others
found the service more than satisfactory. We took the concerns seriously and
engaged in a constructive dialogue with Waste Connections throughout 2023 to
ensure that resident concerns were addressed. Waste Connections acknowledged
the issues and has made notable improvements. Crestwood city staff also
proactively asked "what can we do to help improve service levels for our
residents?". This contract extension is a result of that dialog.
</p>
<p>
While no waste service provider will be perfect, the city feels that the
anticipated level of service from Waste Connections will be on par with, if
not better than, other providers in the region.
</p>
<p>
If approved by the Board of Aldermen, Waste Connections will begin the

Although many of us appreciate the flexibility of our existing service, the
realities of today’s workforce and economy necessitate a change. The automated
“arm” type of collection has been in use for years across the US. It allows
waste providers to complete their routes faster and provides a larger
available workforce than the “get off the truck and toss in the trash” model.
At the end of the day, I think Crestwood will be well served by this provider
and we will continue to pay rates that are below the regional average. Subject
to Board of Aldermen approval, all new service terms and rates will take
effect on March 1, 2024.

<h2>Watershed Festival</h2>
<p>
All volunteers are invited to the River des Peres Watershed Coalition's
Watershed Festival following the Trash Bash. The festival will be held at
Willmore Park, located at

>. Enjoy a food truck, live music, and the Passport to Clean Water educational
program designed for kids.

I recently noticed a construction project at 9560 Watson, aka Sappington
Square (where San Jose restaurant and Starbucks are located). Then I
remembered that this is the installation of new Electric Vehicle (EV) Charging
Stations. To my knowledge, these will be the first publicly available stations
in Crestwood.
</p>
<p>
I spoke with the installation crew from Reinhold Electric and they confirmed
that there will be three charging devices, each will serve two parking spaces
(yep – that’s six total).

We've made it pretty clear that providing for our community is a top priority
of The Crestwood Police Department. It is something that goes well beyond
providing law enforcement for the city. Many immediate aspects of and lets
just face it, follow up as well, of social services have fallen onto law
enforcements shoulders. Really more things than we are trained, staffed, or
funded to take on. However, we are where the "rubber meets the road” and will
do everything we can to fill the gaps.

Following our community centric attitude, we love taking the opportunity to
promote others that are doing what they can to serve the community. This week
we learned that our local Meals on Wheels, a not-for Profit all volunteer
organization, has openings for those that could use the service of having a
hot and nutritious meal delivered to their home. Direct from our local Meals
on Wheels.

<p><b>You know it's a party when the Police show up!!!</b></p>

Each year the City of Crestwood sponsors its annual “Night Out” in September.
This year it will be on Saturday, September 9th. You can request a visit from
the Crestwood Police and Fire Department, and your elected officials will also
probably stop by to say hello.
</p>
<p>
Last year there were 17 block parties all around Crestwood. They ranged from a
“close off the street” block party to a “come to my driveway” occasion. The
parties that I visited last year had pot-luck food and beverages, games for
the kids, and engaging conversations between neighbors. I even saw a bounce
house and a movie shown on a big screen.
</p>

The first Ribbon Cutting in Crestwood Crossing was for the grand opening of
the Dierbergs store. The next ribbon cutting is scheduled for Friday August
25, at 10:00am to celebrate the opening of the Mercy Urgent Care. This will be
in one of the commercial spaces attached to the Dierbergs store – on the
eastern side.

<p>
Per <a href="https://www.gohealthuc.com/mercy-st-louis/locations/crestwood" target="_blank">Mercy’s website</a>, this location will be open 7-days a week, excluding
Easter, Thanksgiving, and Christmas, 8am – 8pm weekdays, and 9am – 5pm on
weekends.
</p>
<p>
Also per their website, this is a great option when you need prompt care for
non-life-threatening emergencies. In addition to treating the full range of
coughs, colds, flu, ear problems and urinary symptoms, Mercy Urgent Care
clinics treat more serious problems that may require stitches or X-rays.
</p>
<p>Conditions such as:</p>

<li>Minor burns and broken bones</li>
<li>Simple cuts, puncture wounds</li>
<li>Animal or insect bites</li>
<li>Sprains or strains</li>
<li>Flu, strep or mono</li>
</ul>

State Representative Brad Christ will be hosting a <b>Town Hall Meeting</b> at the

63126) on <b>Tuesday, August 22, 2023, from 6:00 – 6:45 pm</b>.

From my first-hand experience, Representative Christ has been very open to
dialog with residents and has represented us well during the past year. No
matter if you are Republican, Democrat, or independent – he seems genuinely
interested in hearing from us and I encourage you to stop by to meet him.

No RSVP is needed, you can just show up. However, this Town Hall has a “hard
stop” at 6:45 pm, since the Crestwood Board of Aldermen meeting will start
promptly at 7:00 pm in the same room.

Leo Meyer is thrilled to announce that the <b>Crestwood Ambulance Service will
officially start its operations on August 1 at 8:00 am</b>. This momentous
occasion will be celebrated with a brief ceremony to mark the placement of the
ambulance into service.

The event will be attended by the Fire Chief, Fire/EMS Crew, City Staff, the
City Administrator, and the Mayor to acknowledge and honor the dedication and
hard work that brought us to this point.

To add to the significance of this milestone, the fire crew will engage in a
traditional and symbolic gesture by manually pushing the ambulance into the
fire station, signifying its official entry into service.

and walk up the sidewalk along Sappington Road to the area outside the Fire
station bay doors.

at Crestwood Park. This exciting feature is now open to the public, and you
can start enjoying it today. The best part is that there is no charge, and
reservations are not required. All you have to do is show up with your disc
and have a great time.

The design of this 9-hole course is the result of a collaboration between the

During your visit to the course, you may notice that the hole marker signs are
currently temporary. This decision was made based on recommendations from
industry experts, allowing for any necessary adjustments during the initial
month of use. While the basket locations are likely to remain unchanged, the
tee boxes have the potential to be moved if needed, ensuring the best possible
layout for players.
</p>
<p>
Once it has been determined that everything is in the ideal location, nice
looking permanent signs will be ordered and installed. This will provide
players with clear and consistent guidance throughout the course.
</p>
<p>
Additionally, the city has exciting plans for a Family Fun Day and Grand
Opening once the permanent signs are delivered and installed. More details
about this event will be shared later in the summer, but you can expect
giveaways, food, music, and even disc golf experts on site to make the day fun
for all.
</p>

<p><b>Save the dates and get ready for two important events!</b></p>
<p>
Join the City of Crestwood for an upcoming <b>Paper Shredding</b> event on
Saturday, August 26, followed by an <b>Electronics Recycling</b> event on
Saturday, September 9. Both will be from 9am - noon at City Hall (1 Detjen
Drive).
</p>
<p>These events will be FREE for all St. Louis County residents. That said - once the trucks are full, we won't be able to take more. There will be 2 shred trucks and 3 trucks for electronics recycling, so hopefully it will all fit.</p>
<p>
At the Electronics Recycling event the first 100 televisions from any St.
Louis County residents can be recycled at at no cost (limit two per vehicle).
Nearly anything with a cord can be recycled. Fees only apply for televisions,
CRT monitors, and other like materials.
</p>
<p>
The Paper Shredding event is FREE for all residents with a limit of 10 boxes
per vehicle.
</p>
<p>
We are delighted to announce that this year's events have been made possible
through the support of a grant from the Saint Louis County Department of
Public Health, utilizing funds from the County landfill surcharge. We are
grateful for their contribution to making our community a cleaner and more
sustainable place.
